Purchase a 16-inch-by-20-inch foam core board. This can either be in black or white, depending on the specific competition's requirements. Foam core boards can be found at any art or craft supply store.
2Set the picture down on the foam core board.
3Center the picture so that there is an equal amount of space between the photo and the edge of the board on the left and right sides. Use a ruler for accurate measurements.
4Make two pencil marks on the board, noting where the left and right sides of the picture end.
5Move the picture upward, within the lines, until there is 1 inch more space between the bottom of the board and the picture and the top of the board and the picture.
6Mark the image's final placement on the board with a pencil.
7Place the picture face-down on a sheet of newspaper.
8Apply mounting spray to the back of the picture. Lightly spray each corner, and once in the center.
9Lift up the picture gently, and place it on the foam core within the previously marked locations.
10Lightly smooth over the picture with your hands, securing it to the board.
11Erase any visible pencil marks.
