Photo editing programs can usually resize a photo to scale. However, resizing the photo will not increase the pixel count. With digital images, the pixel count is the number of squares in the image. Images contain colored squares, which are normally so small that the human eye can't see them. However, enlarging the squares will make the image look increasingly more pixelated with the squares becoming increasingly more visible.
Resizing
Resizing the photo requires steps that vary from program to program. For example, in Photoshop, you click the Image menu, scroll down and select Image Size. The dialogue box will contain the height and width of the image, which you can adjust by deleting the old number and typing in a new number. Normally, when you resize the height or width, the other dimension will remain the same, distorting the image. However, clicking the Constrain Proportions checkbox will keep both dimensions proportional to each other.
Bluring
You can remove the pixels when the program you are using has a blur feature. Blur the areas where you see squares or jagged edges. However, this can reduce the quality of the image and make the image appear more blurry. Take the highest resolution photos possible. While these photos will take up more digital space, they can be made much larger without compromising the image quality.

If you do not want to learn how to resize a photo using a photo editor, instead use one of many websites devoted to resizing pictures for users. These websites allow you to upload the image to a system. A program on the website resizes the image then allows the user to download it.
Incremental Resizing
You should resize the image until it reaches a point where it cannot be increased in size without a loss of quality. Fortunately, Photoshop can easily resize in 10 percent increments and maintain image quality using a feature called the bicubic smoother. The image will not seem to lose quality for a few increments, but will eventually start to degrade, so pay attention to the image quality and stop increasing the image size when it degrades. You can use the Undo feature found under the Edit drop-down menu or press Ctrl + Z to undo a photo resize once the image degrades.

Many standard printers cannot print large photos because of the dimensions of the printer. Those who want to print much larger photos will need large format printers designed for printing larger pieces of paper, as well as a larger medium to print on.
