Light Bloom Effect
In Photoshop, light bloom effect is used to create a feathery quality at the edges of bright objects. For bloom effect, experiment with the blending mode of a layer's image. The bloom effect is controlled on a layer by increasing or decreasing the blurred layer's opacity.
Pixelation Effect
Pixelation effect is when images carry a mosaic, blurry quality. In Photoshop, this can be accomplished simply by navigating Filter>Pixelate>Mosaic, and adjusting the controls of the cell size. On the more extreme end, the image can become quite abstract, but the pixilation effect can also be used to yield a jagged, blurry effect. Such result might resemble images on a television receiving poor reception.

Flood light effect resembles floodlight for theatrical lighting. Floodlights intensely illuminate wide areas (buildings, for instance), and are often used in film production. The intense flash (or flashes) of light in Lens Flare effect can be altered and multiplied in Photoshop.
